However, the rapid increase in international enrolments over the past decade has also exposed challenges that require immediate attention, from strains on infrastructure to concerns about student support and systemic equity.<br>As Canada charts a sustainable path forward, the interplay between international and domestic student enrolment, the evolving role of education institutions, and the recent government policy changes provide a blueprint for a balanced future.<br><strong>The Surge in International Enrolment: Opportunities and Challenges<\/strong><br>From 2010 to 2019, the number of international students in Canadian public postsecondary institutions more than doubled, growing from 142,200 to 388,800. During this same period, domestic enrolment dropped by over 37,000, largely due to demographic shifts.<br>International students now account for 18% of total enrolments, up from 7% a decade ago. Their financial contributions\u2014paying nearly five times the tuition fees of domestic students\u2014have provided critical support to institutions facing reductions in provincial funding. <strong>However, this growth has not come without challenges:<\/strong><br>\u2022 Infrastructure Pressures: The influx has strained housing, healthcare, and other local services.<br>\u2022 Workforce Gaps: Only about one-third of international students transition to permanent residence, limiting their contributions to Canada\u2019s labour market.<br>\u2022 Oversight Concerns: Rapid increases in enrolment at some institutions, often driven by revenue incentives, have raised questions about the integrity and fairness of the system.<br><strong>A Positive Impact on Domestic Enrolments<\/strong><br>Interestingly, the rise in international students has had a positive correlation with domestic enrolments in key fields. For example:<br>\u2022 In STEM (science, technology, engineering, and mathematics) programs at universities, an influx of 100 international students was associated with an additional 141 domestic enrolments.<br>\u2022 In BHASE (business, humanities, arts, social sciences, and education) programs at colleges, 100 international students led to an additional 99 domestic students.<br>This dynamic suggests that international enrolments have helped sustain programs that might otherwise struggle due to declining domestic enrolments, benefitting Canadian students as well.<br><strong>Government Action to Stabilize Growth<\/strong><br>Recognizing the need to balance the benefits and challenges of international enrolments, the Government of Canada announced new measures in January 2024 to stabilize growth and ensure a more sustainable system.<br><strong>Key Policies Include:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Cap on Study Permits:<br>o For 2024, new study permits will be capped at 360,000, a 35% reduction from 2023.<br>o Caps will vary by province and territory, with stricter limits in regions experiencing unsustainable growth.<\/li>\n\n\n\n<li>Targeted Exemptions:<br>o Study permit renewals and students in master\u2019s, doctoral, elementary, and secondary programs are exempt.<\/li>\n\n\n\n<li>Post-Graduation Work Permit Reforms:<br>o Starting in September 2024, students in curriculum licensing programs will no longer be eligible for work permits, closing a loophole that has been exploited.<br>o Graduates of master\u2019s programs will be eligible for a 3-year work permit, supporting their transition to the workforce.<\/li>\n\n\n\n<li>Spousal Work Permit Adjustments:<br>o Spousal open work permits will now only be available to spouses of master\u2019s and doctoral students.<\/li>\n\n\n\n<li>Housing and Student Support:<br>o The government will work with provinces and territories to address housing shortages and enhance resources for international students.<br>A Sustainable Future for Education<br>Looking ahead, demographic trends may shift the dynamics of Canada\u2019s postsecondary system. As the population of young adults aged 18 to 24 grows over the next decade, domestic enrolments are expected to rebound. \u76d1\u7ba1\u65b9\u9762\u7684\u62c5\u5fe7\uff1a\u5728\u6536\u5165\u6fc0\u52b1\u7684\u63a8\u52a8\u4e0b\uff0c\u4e00\u4e9b\u9662\u6821\u7684\u5165\u5b66\u4eba\u6570\u8fc5\u901f\u589e\u52a0\uff0c\u8fd9\u5f15\u53d1\u4e86\u5bf9\u8be5\u4f53\u7cfb\u5b8c\u6574\u6027\u548c\u516c\u5e73\u6027\u7684\u8d28\u7591\u3002<\/p>\n\n\n\n<p>\u5bf9\u56fd\u5185\u62db\u751f\u7684\u79ef\u6781\u5f71\u54cd<br>\u6709\u8da3\u7684\u662f\uff0c\u56fd\u9645\u5b66\u751f\u4eba\u6570\u7684\u589e\u52a0\u4e0e\u5173\u952e\u9886\u57df\u7684\u56fd\u5185\u5165\u5b66\u4eba\u6570\u5448\u6b63\u76f8\u5173\u3002\u4f8b\u5982:<\/p>\n\n\n\n<p>\u2022 \u5728\u5927\u5b66\u7684STEM\uff08\u79d1\u5b66\u3001\u6280\u672f\u3001\u5de5\u7a0b\u548c\u6570\u5b66\uff09\u8bfe\u7a0b\u4e2d\uff0c100\u540d\u56fd\u9645\u5b66\u751f\u7684\u6d8c\u5165\u4e0e141\u540d\u56fd\u5185\u5b66\u751f\u7684\u589e\u52a0\u6709\u5173\u3002<br>\u2022 \u5728\u5927\u5b66\u7684BHASE\uff08\u5546\u4e1a\u3001\u4eba\u6587\u3001\u827a\u672f\u3001\u793e\u4f1a\u79d1\u5b66\u548c\u6559\u80b2\uff09\u8bfe\u7a0b\u4e2d\uff0c100\u540d\u56fd\u9645\u5b66\u751f\u5bfc\u81f4\u589e\u52a0\u4e8699\u540d\u56fd\u5185\u5b66\u751f\u3002<\/p>\n\n\n\n<p>\u8fd9\u4e00\u52a8\u6001\u8868\u660e\uff0c\u56fd\u9645\u5b66\u751f\u7684\u5f55\u53d6\u5e2e\u52a9\u7ef4\u6301\u4e86\u90a3\u4e9b\u53ef\u80fd\u56e0\u56fd\u5185\u5f55\u53d6\u4eba\u6570\u4e0b\u964d\u800c\u9677\u5165\u56f0\u5883\u7684\u9879\u76ee\uff0c\u540c\u65f6\u4e5f\u4f7f\u52a0\u62ff\u5927\u5b66\u751f\u53d7\u76ca\u3002<\/p>\n\n\n\n<p>\u653f\u5e9c\u91c7\u53d6\u884c\u52a8\u6765\u7a33\u5b9a\u589e\u957f<\/p>\n\n\n\n<p>\u52a0\u62ff\u5927\u653f\u5e9c\u8ba4\u8bc6\u5230\u9700\u8981\u5e73\u8861\u56fd\u9645\u62db\u751f\u7684\u597d\u5904\u548c\u6311\u6218\uff0c\u4e8e2024\u5e741\u6708\u5ba3\u5e03\u4e86\u65b0\u7684\u63aa\u65bd\uff0c\u4ee5\u7a33\u5b9a\u589e\u957f\u5e76\u786e\u4fdd\u4e00\u4e2a\u66f4\u52a0\u53ef\u6301\u7eed\u7684\u7cfb\u7edf\u3002<\/p>\n\n\n\n<p>\u4e3b\u8981\u653f\u7b56\u5305\u62ec\uff1a<\/p>\n\n\n\n<ol \u8425\u9020\u4e00\u4e2a\u8ba9\u56fd\u9645\u751f\u548c\u672c\u5730\u5b66\u751f\u90fd\u53d7\u76ca\u7684\u73af\u5883\u3002<\/p>\n\n\n\n<p>\u524d\u8fdb\uff1a\u547c\u5401\u5408\u4f5c<\/p>\n\n\n\n<p>\u5728Global
